Review helps check whether the expert exceeded their competence, replaced political science analysis with legal conclusions, and adequately substantiated the answers to the questions.

It is advisable to structure this work as an examination of the report on specific questions of specialist knowledge: competence, source materials, completeness of context, methods, reproducibility and the logic of conclusions. The written result of the review is documented as a specialist opinion.

What is considered

  • whether the questions correspond to the expert's discipline and competence;
  • whether the submitted materials are sufficient and the object has been examined in full;
  • whether context, genre, quotation, irony, sarcasm and other relevant forms of expression have been considered;
  • whether the methods, criteria and sequence of examination are described;
  • whether the final conclusions follow from the examination section;
  • whether alternative scientifically admissible interpretations have been considered;
  • whether specialist assessment has been replaced by legal classification.
